Technical Issues / Stuck on "Unforseen Incident" quest

The "Unforseen Incident" quest in the sunstream plot has me kill the "Blossom Matriarch" after i kill it the quest then says "visit Uncle Chang" but when i do the npc's name isn't green and theres no auto pathing. when i get to uncle chang he doesnt have a quest for me to turn in. my characters name is Xanity.
