Hi, I can't seem to level up my chroma from level 9 to 10. I completed the vitalization quest, and now it says to come back after I reach level 10 on chroma. I am dagos.

I tried exchanging wind whisper for items through the Heaven Splendor Grand Pack and JD Skydance Memory Pack, but all the 'exchange' buttons are gray. I have enough wind whisper for the item I want. Can anyone help? Thanks.
