Best Maxed Soul Card PVE Build For Seira / Hydran?

I was wonder since i see Soul Card Combinations is a little bit confusing

is there a way to make Maxed Build in Soul Card that purely stand for PVE purpose

and works best with factions such as Seira / Hydran / And maybe other factions too.

i am curious how its Soul Effect will be would look like.

And if there one can someone share it please, thanks in advance.
