Client Patch Notes

- Added New NPC Called Arena Master
- Moved The 12s Quests to Arena Master
- Made Part 2 12s quest track in Frostgale instead of ice and fire (no one does this anyways)
- Added 4 New quests locked behind certain 3v3 score brackets

-- 1300 Score
-- 1500 Score
-- 1800 Score
--- These give Arena Vouchers which can be used at the Arena Master

- Reduced Cost of Level 6 gem recipes
-- This means the following has happened
--- Gem Fragment tiers now only cost 10 per combine
--- Gem Smashing only requires 1 gem per each recipe

- Added Level 6 gems to Arena Master for Vouchers
- Added Custom Titles to Arena Master for Vouchers
