Silver Fox quest

Is quest from pet tamer Totto that the reward is a silver fox, you are required to collect 2 items, Silver fox, and etherfox essence. Tried researching and only thing come up with is have to do a quest called Join forces, it only says "Description
Take good care of the Silver Fox of Bilu. If the fox develops an affinity for you, it will give its Essence to you. You can take it to Pet Tamer Totto in Sunstream City, and he will revive the fox for you." but no hint of where to even pick this quest up. Says Bilu, but go to Bilu and she has nothing. Does anyone have any clue as to where or how to complete this quest? Thanks
